Try replacing “I was too busy to” with “I just didn’t care enough to” and use the more honest statement. People will appreciate your honesty more than your perpetual state of ‘busyness’.

I Like The Cut of His Jib 
While I can definitely agree to some degree, there really are only 24 hours in the day, and it does sometimes take time to get to things.It's not an excuse to not do something, but the Navy is a terrible greedy mistress with our time, and many times our best efforts will take time.

Navy Grade 36 Bureaucrat,I hear what you're saying. Learning to become a better master of those 24 hours is an art form in itself. Planning is an important element of that art. I've seen many officers make a career of 'busyness'. Where many people see dedicated, hard working, nose to the grindstone action officers, I see lots of inefficiency.
